Yes, and some teams should. Phoenux runs research as a standalone engagement for teams who have designers and need the brief rather than the execution. You get findings you can act on internally, with no obligation to continue.
How many users do you need to talk to?+
Fewer than most teams expect. Phoenux usually finds the same patterns repeating by the sixth or seventh conversation per audience group, so the number that matters is how many distinct audiences you have, not a round sample size.
